- Technical Meeting
- The Technical Meeting shall be conducted on 30thAugust 2017 (Monday) at 8pm at KLBA Office (5th Floor MABA Building)
- All participating Teams’ Manager or representatives MUST attend.
- Participating Teams
- For 2017 Kuala Lumpur Women Basketball League – maximum 4 teams
- Competition Venues
- Taman Connaught
- Kung Min School, Pudu
- MABA Stadium
- Other potential basketball around Kuala Lumpur.
- Teams and Players Registrations
- Only teams and players registered under KL League Office are allowed to participate in this tournament. All players and teams are required to fill in the player registration form.
- Teams are allowed to register unlimited of players.
- Player Registration fees is Free of charge.
- Coaches and team followers are also need to be registered, free of charge.
- Each team has to register three venues as the hosting home court.
- Participating players must be born on 1999 Jan 01 or after.
- It opens for Malaysian citizens only.
- Teams have the right to modify their team players and coaches during the game season, terms and conditions applied.
- Each of transfer of player during the season, a charge of Rm50.00 will be imposed to the player.
- Register for New players, coaches & team followers are closed 30 days before each new game.
- 15 days before each new game, teams are allowed for a request to change the schedule if any.
- 14 days before each game, all transfer of players & coaches dateline.
- 14 days before each game, teams are to summit list of 15 players, 5 coaches and 20 team followers (List of 15)
- If 2 days before of a new game, any team wish to modify team list of 15 players, penalty may be imposed.
- One day before (24 hours) teams have to summit the final team list of 12 Players, 2 Coaches ( one head coach & an assistant coach) and 5 team followers. ( Final List of 12)
- Once the tournament has commenced, any player found to be in breach of tournament rules and regulations shall be disqualified from further participation of the tournament.
- The organiser has the right to accept or reject a team/player registration. All decisions made are final.
- All participating teams MUST fill up the application form with all details of team managers, coaches and players.
- Competition format
- The organizer will have full authority to decide the competition format.
- The four (4) teams in the Regular Season will play with all others teams by home and away basis.
- Games will be played on daily inclusive of weekend based on the requirement from participating teams and approved by KLBA.
- Weekday games, preferred start at 7pm, weekend & holiday games preferred start from 12pm.
- Teams have to arrive to competition venue at least 30 minutes before the game.
- Competition Schedule
- Hosting Team is allowed to choose the games date, playing time and venues.
- Jerseys
- Each team must have 2 sets of jerseys, including a white jersey and a dark coloured jersey. All jerseys’ have to stick on KL Basketball League logo stickers provided by KLBA.
- The first team named in the schedule (left) shall wear white jersey while the second team named in the schedule (right) shall wear dark-coloured jerseys.
- However, if the 2 teams agree, they may interchange the colours of the jerseys.
- In the event that both teams are wearing a similar coloured jersey, the team wearing the incorrect colour must change their jersey.
- Each team’s jersey shall be numbered from 0 or 00 to 99 and must be clearly printed on the front and back of the jersey.
- Players are not allowed to wear another team’s jersey during the game
- Team Bench/Seating
- The first team named in the schedule (left) shall sit at the left side of the table official while the second team named in the schedule (right) shall sit at the right side of the table officials.
- All team managers and coaches are to be properly attired. No slippers are allowed on court and smoking at the bench area is prohibited.
- Team Delegation
- For each team who participate in Kuala Lumpur Basketball League, only twenty-one (21) persons may have the access to the playing court.
- Team benches shall have no more than sixteen (16) seats for those who are to be seated during the games.
- Opening & Closing Ceremony
- There will be no opening ceremony.
- The prizes given and closing ceremony will be held 14 days after the last final games. Notice of the ceremony will be given to all participating teams immediately after the finals.
- Host Team Requirements
- The Host Team shall cover and bear the following costs:
- Venue rental and preparation
- All requested game related services
- Game production / delivery, including game data collection, distribute services.(Livestats)
- The game referees (three persons) and the officiating fees allowances of Rm60 for each person.
- Medical services
- The hosting team shall be responsible for the allowance of the table officials (4 persons) and Statisticians (2 persons) to be used for the League.
- KLBA may conduct FOC training for all hosting teams for Table Officials & Statistics workshop.
- Safety & security
- The Host Team shall be totally responsible for the behaviour of their own fans during the Kuala Lumpur Basketball League home games.
- The Host team shall:
- Be responsible for all aspects of security affecting the organising of the Kuala Lumpur Basketball League home games.
- Identity and approach public and private organisations that we will be involved in addressing security operations for the Kuala Lumpur Basketball League home games.
- Appoint Safety and Security Coordinator who will be responsible for all security –related issues at the venue for involved parties.
- Ensure that the venue is fully compliant with applicable safety and security laws and regulations.
- Be responsible for the security and order in the venue and its surroundings before, during and after the home games.
- Be responsible for the security of the visiting teams after the games until its departure.
- During the tournament, if any player or coach is found fighting with other people on court, the organiser may disqualify the team depending on the severity of the incident. The organiser reserves the right to ban the team from participating in any KLBA sanctioned tournament for 2 years.
- Inspection and Verification of Players Identity
- All players must produce their original MyKad or passport for inspection prior to the start of the first game. Photocopies are NOT accepted. Any player who does not provide proof on the first game of the tournament may be barred from playing in the game until such proof has been provided.
- If the organiser suspects the identity of the player, the organiser will approach the team manager or coach for further identification. In the event the team manager or the coach refuses to cooperate, or the player is unable to produce any documentation to verify his/her identity, the organiser may remove the said player from the playing list and bar the said player from sitting at the team bench area and participating in the tournament.
- Awards
- The organising committee shall decide on the types of awards for the tournament. The types of awards will depend on the number of participating teams in the tournament.
- The Champion team will get a Champions trophy and 20 pcs of gold plated medal.
- The entire 1st runner up will get a trophy plus 20 pcs of silver plated medal.
- Individual awards will be given to :
- The Most Valuable Player
- The Best Shooting Guard
- The Best Point Guard
- The Best Power Forward
- The Best Small Forward
- The Best Center
- Forfeit of the game
- If the team fails to show up within 15 minutes of the game, and without informing the organiser that they are late, the team shall be deemed to have surrendered their game. Any points collected from previous games played shall be deleted. Unless there are any special reasons provided, the organiser’s decision shall be final.
- Protest
- In the event of any team not satisfied with the final results, the captain of that team shall immediately at the end of the game, inform the referee that his team is protesting against the result of the game and sign the scoresheet in the space marked ‘Captain’s signature in case of protest’.
- To make this protest valid, it is necessary for the team captain or coach to give confirmation of this protest in writing. This must be made within twenty (20) minutes following the end of the game.
- The referee shall, within 1 hour following the end of the game, report the incident which leads to the protest, to the Chairman of the Technical Committee.
- A RM500.00 deposit shall be collected when the objection is made known. If the objection is successful the deposit shall be refunded. If it is not successful the deposit shall be forfeited.
- The team may further appeal any decision made by the organising committee with another RM1,000.00 deposit. The award and discipline chairman shall make his final verdict and his decision shall be final and no further appeal shall be entertained. All decisions made shall not be brought forward to any court of law.
- Mishaps/Untoward Incidents
- The participants shall release the organiser of any responsibility in the event of injury, death and/or loss of property.
- Irregularities to the Rules and Regulations
- In the event of disputes, the latest FIBA rules will preside over other rules. KLBA reserves the right to alter or amend the rules and regulations as it sees fit from time to time.
- All teams are required to abide by the decision made by the KLBA committee members and will not bring further the rules and regulations to the legal court or arbitration tribunal.
- In the event of discrepancy in this Urban Basketball League Rules & Regulations, League Office reserves the right to make Clarification and KLBA’s decision to the clarification shall be final.
